to change the staff of coolies when the harvesting operation is still uncompleted,a as the work requires some training and un- -skilled coolies are unable properly to perform it. As the
extension would entail a period of labour longer than 300 days I
said I would refer the question to you for your favourable
consideration in the case of contracts for Tobacco Estates only.
In this connection I beg to refer to my
Despatch Confidential of the 10th. April, 1913. If none but free
labour is to be employed after the 30th. June, 1914, then it is
too late to take any of the steps suggested in this Despatch.
